Section 27 of the Local Government Act 2008 provides for councils and the Local Government Association of the Northern Territory (LGANT) to form separate entities known as local government subsidiaries to carry out functions related to local government on behalf of the constituent councils.
Section 28 provides for a subsidiary to come into existence as a body corporate on a date fixed by the Minister by Gazette notice, and has the powers and functions conferred or assigned by its constitution. The constitution of a subsidiary must be approved by the Minister, pursuant to section 29(1).
The following bodies have decided to form a subsidiary to provide them with administration, information technology and financial services:
The subsidiary is to be known as “CouncilBIZ”.
The Minister has approved the CouncilBiz's constitution (pdf 580Kb).
A gazettal notice will be published soon to commence the subsidiary as a body corporate in compliance with the Act.

Please note that the appointment comes into effect from 1 July 2008, upon the commencement of the Act.
The Local Government (Accounting) Regulations are now in force.
The Local Government (Administration) Regulations and the Local Government (Electoral) Regulations were made by the Administrator on the 29th of August 2008. Copies of the regulations are available from Chief Minister's website under legislation.
